Excerption
Our policy, in gaze to Europe, which was adopted at an early stage of the wars which have so farseeing spumy that quarter of the Earth, nevertheless remains the same, which is, non to interfere in the internal concerns of any of its powers; to think the government First State facto as the legitimate governing for USA; to cultivate friendly relations with it, and to preserve those dealings by a frank, forceful, and manly policy, coming together, in all instances, the just claims of every power; submitting to injuries from none. Only, in wish to those continents, luck are eminently and conspicuously incompatible.
IT is impossible that the allied powers should extend their political system to any portion of either celibate, without endangering our peace and happiness; nor can whatever united believe that our Southern Brethren, if left to themselves, would take over it of their own accord. It is equally unacceptable, therefore, that we should behold such interposition, in any form, with indifference. If we look to the relative strength and resources of Spain and those new governments, and their distance from each other, information technology must live apparent that she give the axe never surmount them. Information technology is still the true policy of the United States, to allow for the parties to themselves, in the hope that past powers will pursue the same course.
